Defined by Kathy Brock as “...the arrangements used to negotiate agreements between the two levels of government for the provision of programs, services, and the co-ordination of policies,”1 the institution has been decried on several grounds. After the failed Meech Lake and Charlottetown Accords the practice was the subject of widespread denunciation.
