dc.description.abstract	To hear voices in Canada lamenting the state of our democracy and institutions of governance has become an all-too-familiar and troubling refrain. It raises critical issues. The loss of faith many Canadians often express about government's ability to reflect their needs and wishes strikes at the very heart of democratic legitimacy. It also raises questions about the effectiveness of our institutions that give voice to the democratic will.
