Abstract
This paper examines the costs and benefits associated with extending competition in the electrical sector in Saskatchewan beyond the wholesale level, to the retail level. The paper does not contain recommendations on how competition could be made to work in Saskatchewan, but instead at a more general level asks whether an extension of competition makes sense.
